Climate Change Consultant

The Consultant will support the delivery of climate and environmental outcomes focused on children and youth in Sindh province, aligning with UNICEF Pakistan’s Sustainability and Climate Change Action Plan. Key objectives include safeguarding children’s lives, health, and community resilience amidst climate change impacts, fostering children’s environmental stewardship through education and skills development, and reducing emissions across UNICEF operations while advocating for global sustainability commitments. These efforts aim to enhance Sindh government’s climate action and reinforce UNICEF’s organizational dedication to prioritizing climate resilience and sustainability.

Technical Advisory and Programming Support

1. Provide assistance to the Directorate of Climate Change (DoCC) in developing Sindh-focused GHG emissions inventories (at provincial and district level)

2. Provide assistance to DoCC in preparation of climate change mitigation and adaptation action plans, and aligning with priorities for Pakistan

3. Provide assistance in developing Sindh based guidelines for climate resilient WASH development and for other priority sectors

4. Provide assistance in updating GHG emissions inventories at the provincial and national levels

5.Preparation of lists of various structural and non-structural ongoing interventions related to climate change to avoid duplications

6. Provide assistance in the preparation of various policy and action documents related to carbon markets, carbon credit, LT-LEDs, Climate Financing, NDCs, and NAP, and any other similar requirement.

7. Provide support to DoCC in developing a pipeline of bankable programmes/projects for climate and environment funds. Develop concept notes and in close consultation with departments and partners. This may include supporting the development of climate rationale.

8. Support the directorate on reporting on climate and environment indicators as required.

9. Advocate for climate change and environment priorities to be streamlined in all departments, areas of work and support resource mobilization of the same.

Evidence generation and capacity building

10. Provide assistance in developing and organizing tailored trainings to build capacity of the directorate and other departments on climate change, and the environment.

11. Provide assistance to DoCC in developing Decision Support System (DSS) for climate resilient WASH and DRR actions

Policy advocacy, Networking and Partnerships

12. Provide assistance in coordination with climate change authority, ministry of Climate Change, and other provincial climate change centres, together with Government and Non-Government organizations

13. Support the DoCC in establishing new partnerships and maintaining existing ones with key environment and climate actors, development partners, youth networks, and the civil society active in the climate space.

14. Provide assistance to DoCC for participation CoPs and other international and national events

15. Support the Directorate to advocate and advance climate change and UNICEF agenda in plans and decision making processes such as NDCs, National Adaptation Plan (NAP), and other relevant policies, strategies and action plans.

16. Work collaboratively with internal and external departments and networks to elevate climate issues and coordination and collaboration.

17. Represent the Directorate and UNICEF interests related to CC as appropriate.

18. Any other relevant task assigned and mutually agreed between DoCC and the consultant
