Mission Supply Chain Manager

MSF-OCA is looking for a Mission Supply Chain Manager based in Islamabad with frequents visits to the projects (Quetta, Chaman, Dera Murad Jamali)

Basic Monthly Salary: 213,455 PKR

Summary of position: Defining supply strategies and coordinating the implementation of an efficient mission supply chain,

according to MSF protocols and standards in order to ensure the optimal functioning of the mission.

Key Responsibilities:

Supply Chain Management Responsibilities

• Collaborate with the Logistics Coordinator to propose a supply strategy according to the mission\'s context and operational requirements, presenting it to the coordination team for validation.

• Develop and execute various supply-related policies (e.g., Supply Handbook) and protocols with support from Logistics Coordinator.

• Responsible for implementing Supply Handbook and SOPs across all locations.

Importations, Custom clearance, Cargo transportation & dispatching

• Management of importation process in the mission.

• Ensure effective communication with APU Transport and close follow-up of Paperwork for cargoes with trip numbers.

• Ensure the Pre-clearance process of International Cargo, timely processing of DRAP NOC (with the help of Pharmacists and intersectional Pharmacists), obtaining tax exemption certificates from authorities (Economic Affairs Division (EAD)) & sharing with customs clearance agent.

• Make sure the transportation agreement is up to date and the contractor provides proper vehicles in good condition and on time as per agreement.

• Make sure the agreement/contract of the customs and clearance is up to date. Coordination with the customs and clearance agent in close collaboration with the Logistics Coordinator.

• Analyze the national customs and importation regulations and report to line manager for any changes occurring in the country.

International Supply:

• Verify and ensure the accuracy of cargo documentation, making corrections as necessary.

• Monitor and facilitate customs clearance for incoming shipments, engaging in negotiations with relevant authorities to resolve any issues that may arise.

• Serve as the primary liaison with official and governmental institutions in Pakistan involved in the entire supply chain, including EAD, and customs clearance.

• Providing regular updates on international cargo status and promptly reporting any issues to the Logistics Coordinator /MedCo.

Procurement:

• Management of international orders for the mission and ensuring the International order process start on time and is completed on time according to the APU service Level Agreement (SLA)
