Senior Programme Manager, Operations

JOB PURPOSE

The primary objective of this position is to ensure overall implementation of the UPG programme in the assigned zones. This position plays the lead role in designing the overall implementation strategies in line with agreed programme design; and ensures operational efficiency. This entails providing supportive and gender-sensitive supervision and follow-up within the designated territory. The role will be tasked with delivering timely and relevant high-level inputs across all programme aspects. Moreover, the incumbent will develop various tools to facilitate the smooth execution of programme.

A key aspect of the role involves enhancing the capacity of staff, particularly in managerial and leadership skills, to bolster motivation among field personnel and ensure the delivery of high-quality programme outcomes. This position will assume responsibility for the operational management of new initiatives and pilot projects, contributing to the ongoing evolution and expansion of programme activities.

KEY RESPONSIBILITIES

Ensure the timely and quality implementation of the programme in the assigned zones as per the plan; and manage the associated risks in line with organisational corporate policies and practices.

Ensure the effective and timely roll out of various phases of programme annual cycle as per agreed plan including the development of relevant operational tools i.e. relevant guidelines and communication materials; and the deployment of required human resources.

Ensure the quality execution of programme components such as training, asset transfer, interest-free loan disbursement, follow-up, savings, healthcare services, and community mobilisation to achieve sustainable participant graduation and maximise programme impact.

Establish good financial management practices to optimise resource utilisation and ensure accountability.

Develop control mechanisms and analyse monthly account statements to ensure effective use of the given budget for programme operations in respective regions.

Establish effective coordination with different programme wings, stakeholders, and platforms, both inside and outside BRAC. Foster synergy among various stakeholders to ensure optimum resource usage and maximise programme effectiveness.

Ensure annual performance management of direct line management throughout the year and ensure the same for indirect line management staff.

Lead the process of staff capacity development plan and execution of the same for the assigned areas and zones. Assist in developing training plans by coordinating with BLD and providing inputs for training tools and modules. Collaborate with various technical sectors to ensure training content is relevant and effective.

Develop strategic and leadership skills within the field team through frequent field visits, hands-on coaching, mentoring, and effective meetings. Provide orientation/support based on the specific needs of each team member and the overall programme objectives.

Implement strategies to ensure employee retention and promote gender diversity within the team. Develop and implement succession plans at different levels of staff to ensure continuity and sustainability.

Improve the management of individual performance by setting objectives, implementing evaluation systems, and ensuring the quality execution of performance management processes in the field. Provide constructive feedback and support to staff to help them achieve their performance goals.

Lead the development of comprehensive strategies for programme design and operational efficiency to enhance programme quality and ensure successful implementation.
